Debate over the Downtown Hays Development Corp.'s public funding will be the subject of the Hays City Commission's work session at 6:30 p.m. Thursday in city hall.

The city's 2015 budget has allocated $53,655 for the nonprofit, but the funds can be reduced or redistributed. Commissioners have raised questions about the group's purpose and future vision.

In other business:

* Commissioners will discuss the fireworks policy. City staff will propose a ban on fireworks sale and use if their opinion is requested, according to the session's agenda.

There were three fireworks incidents during the permitted fireworks sale and use period from July 2 to 4, according to information provided by the Hays Fire Department. There was one incident July 5.

A report from the Hays Police Department stated consumer use of fireworks caused "minimum concern." Police responded to 49 firework calls from June 27 to July 5.

* City staff will recommend spending $21,450 to buy 400 95-gallon polycarts for solid waste collection and 50 extra wheels and hinge pins. They would be purchased from Rehrig Pacific Co. in De Soto. The city replaces carts each year and adds more to accommodate residential growth.
