Building permit complications have stalled plans to expand The Golden Q Sports Bar & Grill in Hays until at least December.

The initial goal was to open the breakfast and carry-out location at 230 W. Ninth in August. The site's location in a flood plain has raised issues with renovations, said Brady Herman, Golden Q's manager.

"There's just so many things that have to be right with it in case it does happen to flood," Herman said. "We do have to hire an engineer and an architect to draw the plans up. The engineer needs to stamp it, put his approval on it, and it's got to go to the city after that and get approved just for a building permit."

The building's exterior paint and windows have been replaced. Capacity was limited to avoid installing a costly sprinkler system, and the entrances and exits need to be dry-proofed to prevent flooding. The engineering is ongoing.

The top half of the walls will be a "mellow" color, Herman said.

Commercial carpet will cover the floor, and breakfast customers can dine inside the restaurant. The morning menu will feature traditional items as well as new recipes. The normal menu will not change with the new location.

Breakfast will be available 5 to 11 a.m. Monday through Saturday and 5 a.m. to 2 p.m. Sunday.

Herman expects to have several soft openings to ensure operations run smoothly.
