City wants stakeholder input on improvements

The 2012 Hays Comprehensive Plan update called for improving gateway corridors leading to downtown Hays, and 13th Street from Main to Milner has been identified as a gateway to downtown that could use improvement.
In addition to being called out in the comprehensive plan for aesthetic improvement, this stretch of 13th Street also ranked high on the priority of streets being considered for pavement improvements based on a low Pavement Condition Index, combined with high traffic volume and the street classification of arterial.
Subsequently the Capital Improvement Plan within the 2014 budget included funds for the design and construction of improvements to this section of 13th Street, and conceptual design planning has begun.
The city will be conducting a public open house at 5:30 p.m. March 5 at the Hays City Commission Chambers, 1507 Mai, to discuss potential concepts for future improvements to the 13th Street corridor from Main Street to Milner Street.
City staff is encouraging residents and business owners adjacent to the proposed project to attend the open house to learn more about the project and its proposed improvements. The engineering consultant hired by the city to complete the conceptual design, Driggs Design Group PA of Hays, will be available to discuss the project and answer any questions regarding the project. It also will be accepting comments on various design concepts that have been developed for the city's consideration.
A presentation of concepts is scheduled for the March 20 city commission work session. Once a design plan is approved, construction would occur in 2015.
